Howard Rubin
Dr. H.E. Rubin grew up in the Bronx, New York and moved to rural North Carolina with his family at the age of 12. He earned a B.S. in Biology from Guilford College, followed by an M.S. in Medical Microbiology from Wake Forest University’s School of Medicine. At the University of Michigan’s School of Public Health, he earned an M.P.H. in water Quality, an M.S. in Food Science, and a Ph.D. in Environmental Health Science. Subsequently, he was an NIH Postdoctoral Fellow at Cornell University where he studied the biodegradation of man-made chemicals in fresh waters.
Dr. Rubin has worked in the field of Public Health for more than 20 years. He was a consultant for the United States Agency for International Development (US-AID) in Brazil where he established a master’s program in Food Science. He determined drinking water and industrial standards for various chemicals for private consulting firms. As an environmental health scientist for the New Jersey Department of Environmental Protection, he promulgated environmental laws. As an environmental toxicologist for the New Jersey Department of Health, Dr. Rubin determined if people living on or near hazardous waste sites were exposed to toxic chemicals that resulted in adverse health effects.
